The Election Monitoring Center of Non-Governmental Organizations (EMC) was established on July 24, 2001 by the initiative of a group of NGOs. The EMC is a confederation of NGOs functioning in the direction of conduction of free and fair elections, development of election system, building the lawful state and civil society in Azerbaijan.
At present, 14 NGOs are united in the EMC on the confederative base: - Institute for Political Pluralism; - Society for Protection of Women Rights named after D.Aliyeva; - Secular Progress Youth Association; - Society for Humanitarian Researches; - Assistance Center for Youth Organizations; - Society for Democratic Reforms; - Center for Social Strategic Researches and Analytical Investigations; - Center for Political & Economical Reforms; - Trade Union of Journalists; - “Sumgait Youth” Public Union; - "Civilization" Monitoring & Investigations Union; - “Law and Development” Public Association; - “Inam” Center for Pluralism; - “Against Violence” Human Rights Center;

Structure:
The supreme body of the EMC is the General Conference. The Board of Directors is its executive branch. The Executive Director leads its current activity.
The following departments are functioning under the center: - Observation Department; - Department for Legal Issues; - Department for Relations with Public-Political Institutions; - Election Enlightenment Department; - Media and Public Relations Department.
