The Election Monitoring and Democracy Studies Center (EMDS) is a non-governmental organization working for holding free and fair elections, and development of civil society and democracy in Azerbaijan. EMDS was created on December 1, 2008, by the founders and members of the Election Monitoring Center (EMC), after the organization’s registration was annulled.
