ISFED (established in September 1995) is a non-profit, non-governmental and non-partisan organization concentrated on the promotion of democratic values, particularly free and fair elections. Since 1995, ISFED has monitored all types of elections, referenda and plebiscite in the country. At the same time, ISFED has carried out voter education campaigns in order to raise citizens’ awareness about elections as well as advocacy campaigns that aimed to improve electoral legislation and procedures.

Although in the past ISFED's main activities were focused on elections, after the last presidential and parliamentary elections in Georgia, ISFED has updated its strategic orientation. By implementing new programs, which are adjusted to the new environment, ISFED continues to play its important role in the development of democracy in the country and its public life.

Here are the main three directions of ISFED's new strategy:
- Accountable and Transparent Governance;
- Active citizenship;
- Monitoring and improving democratic election processes.

Since November 2004 International Society for Fair Elections and Democracy (ISFED) is implementing a new project „Active Citizens-Accountable Government“.

The project combines three main directions: transparent and accountable government, active citizenship, and monitoring and improving election processes in Georgia.

The project aims at:
- Ensuring transparent and accountable governance;
- Supporting the work of majoritarian MPs;
- Facilitating communication between citizens and their elected representatives as well as local executives;
- Promoting active citizenship, with the purpose of which ISFED is organizing advocacy workshop;
- Improving democratic election processes in Georgia.

Since 1995, ISFED has monitored all types of elections, referenda and plebiscite in the country. During different monitoring campaigns, the organization has recruited and trained more than 6000 citizens/volunteers, who have monitored elections as domestic, non-partisan observers. Within the framework of its election monitoring program ISFED conducted the following activities:
- Monitoring of presidential and parliamentary elections (November 5, 1995);
- Monitoring of plebiscite of IDPs from Abkhazia (November 1996);
- Monitoring of local government elections (November 15, 1998);
- Monitoring of parliamentary elections (October 31, 1999);
- Monitoring of presidential elections (April 9, 2000);
- Monitoring of local self-government elections (June 2, 2002);
- Implementation of PVT/PTT and monitoring of parliamentary elections (November 2, 2003);
- Implementation of PVT/PTT and monitoring of presidential elections (January 4, 2004);
- Implementation of PVT/PTT and monitoring of the repeated vote of proportional parliamentary elections (March 28, 2004).

Additionally, ISFED has monitored special elections, such as: by-elections, repeated elections, repeated vote, 2nd rounds of elections, repeated parliamentary elections in single-mandate election districts, etc.

ISFED is the only NGO in Georgia that has conducted parallel vote and turnout tabulations (PVT/PTT) for the last three general elections.
