Election Monitoring Center (EMC) has conducted the first stage (August 1-September 20, 2008) of Long Term Observation (LTO) in advance of the 15 October 2008 Presidential Election. LTO includes monitoring of the whole election process including the pre-election environment and the post-election process.
The main intrigue of the week is a question: will or won’t opposition candidates participate in elections? The integrated approach is not developed, though some of the candidates have withdrawn their candidacies. The BNF party compromised with candidates for promotion and gave them an opportunity to make decisions independently.
On September 19, Supreme Court's Judicial Collegium on Civil Cases, chaired by Judge Aslan Kalbaliyev, held a hearing on Election Monitoring Center complaint on Baku Appeal Court's verdict of 14 July 2008. The main event this week was registration of candidates to the Chamber of Representatives of the National Assembly of the Republic of Belarus. Formation of precinct election commissions was the main topic this week. As a result, very few representatives of pro-democratic parties and NGOs will work in the commissions. Another week trend was growing amount of promotion of pro-governmental candidates in state mass media, who, in violation of the election law, seem to be not ashamed of giving election promises on this stage of the campaign.

Repeated re-run of the Early parliamentary elections 2008 is assessed by the Citizens Association MOST as peaceful, but once again marred by irregularities in the process of voting and votes count.
On the bases of the reports from the observers, deployed at the 70 percent of the polling stations in R Macedonia, as well as from the regional coordinators, the Citizens Association MOST assesses the election day of the Early parliamentary elections 2008 as tensed, full with pressures and with restricted and heavily serious incidents.
In spite of the relatively peaceful environment in most of the polling-stations, sufficient knowledge of electoral commission members, legality during the voting, and valid calculation processes in a substantial number of polling stations, the IYC observed a series of violations, shortcomings, inaccuracies, and other concerning facts which to a certain extent cast a shadow on civil society’s expectations about democratic elections.
