On January 16-28, 2009, the Election Monitoring and Democracy Studies Center held Town Hall Meetings in Ganja, Beylagan, Sumqayit, Jalilabad and Mingechevir on the constitutional referendum to be held on March 18, 2009.

Representatives of local non-governmental organizations, political parties, youth organizations and voters participated in the events, which provided an opportunity for education and discussion about the Referendum Act "About Amendments and Changes to the Constitution of the Republic of Azerbaijan" and its potential consequences.
