Center for Democratic Transition (CDT) observed the conduct of elections for councilors of the Local Parliament in Kotor, taking into account polling stations determined by the October 14th decision of the Municipal Election Commission (OIK), which means in polling stations that our coordinator was informed about through official communications. The announced results of elections and assessment of the electoral process, which we announced were also based on information from these 36 polling stations.

Given that we did not have possibility to monitor the complete process, our positive assessment of the process announced on the night of election was compromised, unfortunately. The manner of conducting elections in the Institute for Realization of Criminal Sanctions (ZIKS), about which we were informed after termination of electoral process, casts a serious shadow on transparency of the whole process.
